SQL Server Roles, or "Fixed Server Roles" are scoped to the server, as contrasted with Database Roles which are specific to each databse. As the name implies, these roles are fixed - they cannot be deleted, you cannot add additional roles, nor can you change the permissions associated with each role. The only option you (or an administrator) have is deciding which Logins or NT Groups are associated with each server role.
There are Fixed Server Roles to allow database creation, security administration, disk administration, etc. This allows granting of permissions for some database maintenance tasks to some users, without having to hand out SysAdmin permissions.
