A Use Case Actor is someone or something, outside the system or business that interacts with the system or business.

John, the answer to your question is it depends. What frame of reference are you asking this question? Is the sales rep using the system directly, or is he requesting information from someone else. According to Cockburn's book in either case the sales rep could be an actor. Cockburn defines "Primary Actor" as the stakeholder who or which initiates an interaction with the SuD (system under development) to achieve a goal. Ask yourself who has the goal? -- Jacci Adams
